Through adoption of Ordinance 1996, the Personnel Appeal Board is comprised of three Borough Assembly Members appointed annually in November by the Borough Mayor. The Personnel Appeal Board hears and adjudicates employee grievances. The Board also convenes to consider setting Borough policy or make recommendations to the Borough Attorney.
When meeting for purposes of hearing and adjudicating grievances, the Board's meetings are not open to the public. If the Board convenes to consider setting Borough policy or make recommendations to the Borough Assembly, such meetings would be subject to the Open Meetings Act and be conducted in public.
Additional information about the Personnel Appeal Board and the grievance process can be found in Ketchikan Gateway Borough Code (KGBC) 3.15.210.
An employee who is a member of a union and covered by a collective bargaining agreement should contact a union representative to address any questions regarding the grievance procedure directly related to that union.
Membership will be appointed in November, 2023.
