Planning & Community Development
It is the mission of the Ketchikan Gateway Borough (KGB) Department of Planning & Community Development to foster and maintain the equitable development of the Borough’s natural and built environments as well as maintaining and developing a resilient economy. The Department of Planning & Community Development works towards improving the quality of life for Borough residents through the transparent, orderly, sustainable, and strategically paced development.
To achieve this mission, the Department of Planning & Community Development creates and implements long-term community growth & development strategies that will allow the Borough residents to thrive, while protecting its cultural, natural, and human resources through collaborative planning and development practices.

- Planning Commission - The Borough Planning Commission is authorized and directed to perform the duties and exercise the powers conferred upon said commission by the ordinances of the borough and the laws of the state. It shall be the duty of the Planning Commission to prepare, from time to time, plans for the systematic development and betterment of the entire borough as a place of residence and for business.
- Code and Planning Committee - The Code and Planning Committee is a committee of the Planning Commission that includes members from the Borough Assembly, the Ketchikan City Council and the Saxman City Council. This committee provides input and directs the staff of the Department of Planning and Community Development in the updating and rewriting of the comprehensive plan, Title 17 Subdivisions, and Title 18 Zoning.
- Permitting - The Department of Planning and Community Development administers several permitting processes. Many of the permitting processes are administrative, while others require approval from the Planning Commission and/or the Borough Assembly. These permits include:
- Zoning Permits
- Sign Permits
- Variances
- Conditional Use Permits
- Rezones
- Platting Actions
- Street Renaming applications
- E-Recording Services - In response to the closure of the Ketchikan District Recording Office, the Ketchikan Gateway Borough Department of Planning and Community Development now offers document processing for e-Recording to the State of Alaska.
