Opioid Settlement Funding
The State of Alaska has developed a comprehensive plan for the utilization of funds received from the Janssen/Johnson & Johnson (J&J) and Distributers National Opioid Settlement. In February 2022, a $26 billion settlement was finalized between most states and local governments and the manufacturer J&J, along with three major pharmaceutical distributers: American Bergen, Cardinal Health, and McKesson. The Ketchikan Gateway Borough will receive approximately $335,000 throughout the duration of this settlement agreement. Currently, the Borough is anticipating dispersing up to $100,000 of the funds it has received thus far.
In an effort to address the impacts of the opioid crisis, Governor Mike Dunleavy’s Governor Advisory Council on Opioid Remediation (GACOR) has developed a set of recommendations to be used to implement efficient, evidence-based approaches to opioid remediation throughout Alaska. The Borough would like to provide the opportunity to help address the impact of opioid use by providing financial assistance to organizations within the community who can implement opioid remediation strategies as identified by GACOR.
The Borough’s National Opioid Settlement Funds Grant Program will be available on a continual basis until the initial $100,000 of settlement funds has been allocated towards evidenced-based, impactful strategies that mitigate the effects of the opioid use within the Ketchikan Gateway Borough. The opportunity aims to support and expand access to treatments, bolster prevention efforts, provide support services to affected populations and ensure the effectiveness of interventions through data collection and evaluation. All funded activities must have an emphasis on opioid remediation / abatement that align with the following core strategies and activities:
- Upstream / Primary Prevention
- Evidence-Based Prevention Programs in Schools
- Provider Education and Outreach on Best Prescribing Practices
- Community Drug Disposal Programs
- Media Campaigns to Prevent Opioid Use Disorder
- Treatment
- Workforce Education on Medications for Addiction Treatment
- Pre-Arrest Diversion and Post-Overdose Response Training for First Responders
- Targeted Screening
- Targeted Distribution of Medications for Addiction Treatment and Integration Across Continuum of Care
- Wraparound Services for People with Opioid Use Disorder
- Services for Babies with Neonatal Abstinence Syndrome and Caregiver
- Treatment for Women with Opioid Use Disorder and Co-Occurring Substance Use and Mental Health Disorders Twelve-Months Postpartum
- Harm Reduction
- Naloxone Training
- Targeted Naloxone Distribution
- Recovery
- Wraparound Services and Housing for Opioid Use Disorder and Co-Occurring Substance Use and Mental Health Disorders
